Ben,
Sorry it's taken me so long to get back to you, I've been getting everything together and conducting interviews. You'll be glad to know that I have more than enough dirt added to what you have to take that bastard down hard and proper. And enough proof to go to people who will listen if that Committee won't.
Sands might be very good at hiding his indiscretions, but not nearly good enough--especially once I got in touch with Amy (thanks for sending her in) and she did her thing from there in Balize (and you bastard, I'm the only one still stranded in Dnara!)
It seems that Sands' training practices in Dnara leave a lot to be desired, but he's managed to get away with it for so long because of how good he is at instilling fear in his 'students'. He's used very unsanctioned tactics to turn the subs he's trained in the past into obedient, docile participants. It's amazing these people aren't more scarred than they are--but they are mostly just bitter. Some it didn't take much coaxing or promise of protection to get them to talk, now that they are out from under his thumb. I've attached all the interviews and statements that I've gotten my hands on and done myself while I was here. All of them aren't willling to testify, but a few are--and that should be more than enough to go on.
It doesn't end there though, no by a long shot. Sands may have had questionable practices that mean he has no right being in charge of the South wing here, but he never went too far over the line--at least, not at first. There is definately a pattern of escalation with some of the more recent cases--a deterioration in his mental state if you ask me, but that comes later.
At any rate, I've also found some proof that Sands visits a questionable pleasure house (that I'm working on getting shut down--that's out of my hands now though) that deals in 'slaves'. Place by the name of The Salon. The place is discreet, I'll give them that. The slaves are there by their own choice, so by the strictest sense it's consenting. However, there are no safewords in place and pretty much anything is allowed up to the point of permanment injury or...death. So, consenting or not, lack of a system that allows the 'slaves' to control or stop the situation before it gets out of hand makes it illegal. Which means it should be shutdown and Sands shouldn't be anywhere near it.
He's visited there on numerous occasions--and after some...coaxing...I managed to get some statements from the people there. Unfortunately I wasn't able to speak with any of the young men he'd bought while there. It's a little harder to get access to them without being a client. It crossed my mind, but I think I've got enough without doing that.
And the last bit of information is something about his family. The Sands have gone out of their way to hide this (and they've done a very good job of it, I must say--nearly didn't find this) but it seems that his family has a very strong history of mental illness and Sands himself is not exempt from it. It came out in some testing when he was younger and was buried deeply. The bastard never should have been put in the position he was. And I guarantee with further testing it will show it's gotten worse. Hence my earlier comment about deterioration. I've attached all the files on those tests and the history of the family.
Once you've delivered this into the hands of the right people, I have no doubt he'll be taken care of once and for all.
That being said, my bloody bags are packed Browder. I will wait to hear back from you before I get in the car to head to Balize, but I want the hell out of here. Keep that in mind.

This is perfect. I'm fairly certain this will be more than enough to get Sands removed from his position, if not legal action against him. Especially in addition to the incidents that he's been involved in while visiting Balize with Mads and his lover (Yes, I know, you still can't believe Mads has a lover).
So darling, grab your packed bags and get the hell outta dodge. Your work there is done, any follow up that might be needed won't need you to supervise--or we can go back together.
I'm looking forward to seeing you. You should know Julia is here as well, I'll tell you more about it when you get here--so try not to worry. I'm taking care of her, and she's been put up at the Grand View. She can't wait to see you Claude.

Here is all the information that Claudia was able to gather in Dnara on Sands. As you'll see, I think it's more than enough to deal with this asshole and get him taken down from his current position. Frankly, I think that should just be the beginning.

Mads already has all the information compiled from the encounters here in Balize, including witness statements (other than Ioan and Dom, I managed to track down some people that were actually in the hotel lobby at the time).
If either of you need anything further, don't hesitate to ask. I'm going to be in Balize for a while, and Claude is coming here too.
